- Children in foster care or adoption assistance.
- Uninsured adults and families who meet income guidelines.
- People with Medicaid and Medicare as well as those who live in a nursing facility.
- Those receiving long-term services and supports.
- The aged, blind, or disabled.
- Those who get care through any of the Developmental Disability waivers.
What are the income guidelines?
- Dependent on household income and family size. Check current income guidelines.
- Cardinal Care Medicaid may automatically sign you up if you meet Medicaid income guidelines and are in certain groups listed above.
- Children in foster care are automatically eligible (no income requirements).

How do I enroll in the Anthem HealthKeepers Plus Medicaid plan?
Get the healthcare you need for you and your family. Choose the Anthem HealthKeepers Plus plan.
Call 800-643-2273 (TTY 711) or visit the Virginia Managed Care website to choose or switch to the Anthem HealthKeepers Plus plan for your Cardinal Care Medicaid or FAMIS benefits.

1. See if you may be eligible
Answer a few questions with Cover Virginia’s screening tool to see if you may be eligible.
You may be eligible if you have Medicaid and:
- Have Medicare, too.
- Live in a nursing facility.
- Get long-term services and supports.
- Are aged, blind, or disabled.
- Get care through any of the Developmental Disability waivers.
2. Apply
If you think you may be eligible after using the screening tool you may:
Apply by phone by calling Cover Virginia at 833-5CALLVA (833-522-5582) (TDD: 888-221-1590).
Apply online through the Virginia Department of Social Services.
3. After you’re approved
Check your mailbox for an approval packet from Cardinal Care Medicaid.
Call the Medicaid Managed Care HelpLine at 800-643-2273 (TTY 711).
Tell them you choose the Anthem HealthKeepers Plus plan.
Didn’t get us and want to switch?
Call the Department of Medical Assistance’s Medicaid Managed Care HelpLine at 800-643-2273 (TTY 711) and tell them you want to switch to the Anthem HealthKeepers Plus plan. You can also switch plans at any time for cause. Call the Managed Care HelpLine with questions about switching plans.
